NOTIFICATION
SUB: ADOPT A MONUMENT SCHEME

Realizing the potential and value of the legacy of the past, the Government of Rajasthan has decided to launch the scheme for Adopt a Monument (AAM), as an instrument for public-private participation for preserving the State's rich heritage. It is expected that a large number of NRIs, specially those of Rajasthani origin, NRRs and corporate entities from within Rajasthan may become interested in participating in this mammoth task.

AAM scheme has been framed keeping in view this objective. The scheme envisages adoption of a monument by any person with a view to restoring it and to maintain it after restoration for a period up to 10 years.

PROJECT THAT IS SPONSORED

The project will constitute conservation of Heritage monuments. The conservation shall comprise of expenditure viz. capital and recurring to be incurred on conservation, restoration, face-lift and maintenance of the monuments including landscaping, signage's, conveniences etc. It shall also include the recurring expenditure to be incurred every year for maintenance of the entire complex for upto ten years.

SALIENT FEATURES OF THE AAM:

a. Identification of the monument by the government: The State Government shall identify monuments that can be offered for adoption. The monuments may be protected by the State Archeology Department under the Act or may not be protected. However, if it is protected monument, it shall be listed for offer only after the Department of Archeology has taken necessary steps to permit private parties to conserve it. State Archeology Department shall prepare a master plan for each of such existing heritage monument. Each master plan shall comprise of the details of identified activities and works to be undertaken for the conservation of the monument concerned.

b. The conservation plan up to 10 years shall be approved by the State government at the level of Administrative Department of Art & Culture. In case a consultant is required to prepare the conservation plan of a specific project, the consultant has to be approved by the Government. The conservation plan shall include the following:

i. Detailed designs for conservation works, public conveniences, landscaping etc.
iii. Detailed plan for maintenance.
iii. Estimates for one time expenditure on conservation works, construction of
public conveniences, landscaping etc.
iv. Estimates for year-wise expenditure on maintenance including lighting, security
etc. for a period up to 10 years.

c. The donors will donate the funds to an SPV, a no profit society formed under Societies Registration Act, 1958. This Special Purpose Vehicle society (SPV) would operate a Heritage Fund in which these donations shall be deposited and drawn from in accordance with the plan approved by the Department of Art & Culture. The SPV shall maintain separate accounts for each of the monuments and these shall be audited every year. A copy of the audited account shall be sent to the donors on annual basis.

d. The conservation works would be carried out by the government agency. However, in case the donor wishes to carry out the works himself he would be allowed to do so only after an approval from the AAM Steering Committee. In such a case, the donor shall carry out the conservation works under the supervision of the Art & Culture department. AAM Steering committee shall review the progress of such cases periodically.

e. At the end of ten-year period, a new conservation plan shall be drawn up for conservation of the monument.

f. In case of major damage to the monument being maintained by the donor directly, on account of natural calamity or circumstances beyond the control of the donor, the parent department of the Government shall resume the possession of the monument without any liability on either side.
BENEFITS TO DONORS UNDER THE AAM SCHEME

1. Plaques advertising the name of the donor will be put on the site. The specification and design of the plaque shall be in accordance with the approved plan.

2. Government will be responsible to provide to the donor an account of utilization of his donation.

3. SPV will make efforts to secure an income tax rebate or exemption on donation made by the donor.

4. Flexibility in project management shall be ensured through a MoU between the SPV and the donor.

5. Government mileage for the corporate house as they can project their contribution in their advertisement.

6. The Department for Art & Culture/ consultants approved by the government (project wise) will ensure that the conservation plan is implemented in letter and spirit by the implementing agency/donor, as the case may be.

7. The adopted monument, subject to time and distance feasibility, can be included in the existing tourist circuits run by the Department of Tourism, Rajasthan.

8. The Rajasthan Foundation can receive foreign donations, after obtaining the necessary legal clearance.
 
AAM STEERING COMMITTEE (AMC)

The Government shall set up a Steering Committee consisting of the following:

a. Principal Secretary, Industry and NRIs
b. Secretary, Tourism and Commissioner, Rajasthan Foundation.
c. Secretary, Art & Culture
d. Commissioner, BIP
e. Commissioner, Tourism
f. Director, Archeology & Museum
g. Representative of an NGO working in the field of heritage conservation
h. Donor or his representative (project wise)
i. Representative of the implementation agency (if it is other than the donor)

The AAM Steering Committee shall give necessary approvals, monitor and supervise the work as per the scheme in various projects on monthly basis.
AAM SPV SOCIETY:

In order to facilitate the implementation of AAM scheme, a non-profit society shall be created under Society's Registration Act, 1958 for a limited purpose of operating the Heritage Fund.

AAM SPV shall consist of the following:
a. Secretary, Art & Culture Chairperson
b. Secretary, Tourism and Commissioner, Rajasthan Foundation Member
c. Commissioner, Tourism Member
d. Director, Archeology & Museum Member-Secretary
e. Deputy Secretary, Finance Member

The contributions of the donors for the conservation works of the monuments shall be made to the heritage fund. The society shall maintain separate accounts for each of the monuments withdrawals for the conservation works shall be in accordance with the plan approved by the Secretary, Art & Culture. AAM SPV shall send the yearly audit reports to the donor.

Foreign Donations shall be received by Rajasthan Foundation, after obtaining the necessary legal clearance.
